Johnson,

To get Condor to preempt a job with a job belonging to the same user, 
you need to assign the jobs to different accounting groups.  In other 
words, from the negotiator's point of view, the jobs need to appear as 
though they belong to different logical users.  If you have a small 
number of different job priority levels, then you could just map each of 
these to its own accounting group.  Then you could either adjust the 
priority factors of those accounting groups to reflect their relative 
priorities, or you could configure a machine rank expression that gives 
the accounting groups different ranks on the machine.
