I used to have the same issue and someone in this forum recommended to disable preemption at the Server and client level as well. Go to the Online manual and look for preemption. http://www.cs.wisc.edu/condor/manual/v7.4/2_7Priorities_Preemption.html

What is your MAX_JOBS_RUNNING set to?

Change that to 10000
