Which isn't a very helpful message I'll admit. Your job_queue.log
file is corrupt. You'll need to delete it and try starting the scheduler
again. The file can be found in the SPOOL directory so:

SPOOL_DIR=`condor_config_val SPOOL`
mv $SPOOL_DIR\job_queue.log  $SPOOL_DIR\job_queue.log.corrupt
