Basically you make the one in /etc/ shared between all hosts in your pool
(e.g. a symlink to a file on nfs share) and put common settings in there.
Local one is for machine-specific settings: e.g. your submit host will
have "DAEMON LIST = COLLECTOR, MASTER, ..." in there whereas your worker
nodes will have "DAEMON LIST = MASTER, ...".
