Thank you again for reference, problem is solved. The final form of command file to submit a parallel Fluent job in Condor  is as follows;
> universe  =  vanilla
> requirements =
> getenv = true
> executable      = /opt/Fluent.Inc/bin/fluent
> arguments = 3d -g -t<nprocs> -cnf=host.txt
> input = /cfd/gunaydin/3d/journal_file
> output          = output_file
> queue
where the nodes are written in host.txt
