That's the broken configuration. It should be fixed, just "-Xmx", for 7.2.2. If you want to go with 7.2.1 you'll need to change -Xmx1024m to -Xmx yourself, which brings you back to your original question

Depending on how you do your deployment you could just fix the global condor_config and push it to machines, or you could setup local config files that pull in a fix.

What version of Condor?

What does condor_config_val JAVA_MAXHEAP_ARGUMENT display?

The config may have had a bug in it until recently. The
JAVA_MAXHEAP_ARGUMENT should be something like "-Xmx" not "-Xmx1024m".

I am going to install condor on many machines. I need to be able to set the above argument to null during installation without having to do it manually on each machine post installation.
