Nope, not as far as condor_mail.exe, it is simply broken in 7.2.0.  If you
have 7.0.5 on other machines, you could try copying it over to the 7.2.0
machines.  But no one has tried this, so it may not work.  Either way, we've
corrected this issue, along with a few others, and we will be making the
next stable release available very promptly.
