I've experimented with the DISK_EXCEEDED solution at
http://nmi.cs.wisc.edu/node/1477.
This solution doesn't prevent transfer_input_files from pushing over
enough data to exceed the limit, and neither does it stop a job from
creating enough output to go over the limit.
I tested this by setting the limit to a low value rather than trying to
fill the disc, and watching an executing job's files as they are
created; the jobs do get preempted when expected, but not until after
the limit is exceeded.
