I notice the same thing over many different versions of Condor.  No,
it's not a firewall issue.  Seems to be standard condor behavior on
Windows though I don't know why.

Everytime I restart the Condor service on Windows machines (using
condor_restart command or net stop condor and then net start condor) it
takes about 5 minutes to start the other daemons. 
I have not defined anything different than the default configuration
files installed by the install package. I am not using VM and in the
installation process I have not selected this check box.
