Suggestions:

1. Upgrade to 7.0.4.  7.0.3 suffers from bugs in how it processes the 
authorization policy.

2. Add D_SECURITY to your COLLECTOR_DEBUG configuration setting and 
restart the collector.  Shortly after it starts up, you will see it read 
in the authorization policy, and you should be able to confirm that it 
is what you expect.

In Condor 7.2 (not yet released), there is improved diagnostics to help 
you figure out why authorization is denied or accepted.
