I just upgraded to 7.0.1, and got the same symptoms

By the way the installer didn't detect my previous installation and 
propose to keep my config (as stated in the doc: 3.2.5.3, If Condor is 
already installed.) Maybe because I installed in D:\condor instead of 
C:\condor...
