While we're discussing it, I've felt for a long time that something like this 
could be useful (sprintf-ish):

output = %03d.out, ($(Process)+12)*3/400
error  = %03d.err, ($(Process)+12)*3/400
log    = %03d.log, ($(Process)+12)*3/400
