What version of condor are you running?  Howlong are your negotiation 
cycles?  There should be a line in the log at the beginning of the cycle 
and at the end:

4/25 08:54:42 ---------- Started Negotiation Cycle ----------
...
4/25 08:54:42 ---------- Finished Negotiation Cycle ----------
