Similar to Jerome's problem with dagman is that condor_submit does /a 
lot/ of work for you and you need to replicate some of that work when 
submitting through Condor's SOAP API.

As with the dagman issues I'd suggest you look at the job ad that 
condor_submit created for you and see if there are some extra attributes 
that might be relevant.

A (not so) quick look around suggests that condor_submit turns 
"jar_files" into "JarFiles" in the actual job ad. You'll have to do the 
same.
