It sounds like you installed condor from a tarball instead of windows MSI.

The MSI installer sets some system variables for you i believe whereas the tarball will not.

I do not think you can put environment directives within the

dag file either.

Try this:

On your windows machine you need to add c:\condor\bin & c:\condor to

the system wide PATH environment variable. Then issuing condor_dag_submit will work fine.
