It's just when the DAGMan process happened to run out of file descriptors.

Part of the problem right now is that the log reading code is not 
super-smart, and it keeps all of the log files open (if you have multiple
log files for the various node jobs).

The limit is not something imposed by Condor, it's imposed by the 
operating system.
