I’m using LDAP and on all machines the condor user and group are clearly present:
# getent passwd | grep condor
condor:*:1250:551:Condor user:/home/condor:/sbin/nologin
# getent group | grep condor
condor:*:551:condor
# id condor
uid=1250(condor) gid=551(condor) groups=551(condor)
