My condor_config.local file only contains DAEMON_LIST. The entire
installation is on a NFS share so there are no local files on the clients.
According to the manual condor_config.local is only defined by
LOCAL_CONFIG_FILE in the global condor_config. I know it finds this, as the
other machines start up correctly. Even if it didn't it would start the
daemons as listed in the global condor_config.
