The things to check are:
* Is the negotiatior machine running?
* Is the negotiator process running?
* What is the value of CONDOR_HOST in your config file (I'll
assume that you aren't using separate collector and negotiator hosts)
* Is there a firewall between the negotiator machine and you client?
* Do you have security enabled?
If it used to work, what has changed since it did.
