Have you done a condor_reconfig -full on every node?
If not try something like condor_reconfig -full -all on the master node, this should cause a reconfig of your whole pool.
Have you also changed the configuration parameter which tells the master to start the daemons for you? Its below the DAEMON_LIST parameter but I can't remember what its called.
