What files are causing you problems? You can just unzip the  
'release.tar' into a directory and use this as the basis for running  
condor (i.e. a 'root' install isn't always needed).

If you have a Condor user, then it their home directory put the  
condor_config file - this should be the default configuration for  
machines in your pool.
