Set D_FULLDEBUG in your SCHEDD_DEBUG parameter and try again. You should 
get a log entry of the form:

"Version of gridmanager is X"

What version of the gridmanager is shown? (If you don't get this log 
entry, it may indicate that your GRIDMANAGER parameter is improperly set 
- check that it points to a valid condor_gridmanager.exe binary).
