[Condor-users] machine config REQUIREMENTS ?

the manual says that the machine.Requirements and job.Requirements are both 
considered in each scheduling cycle,
so I tried to set the machine.Requirements,
but it never takes effect,
and condor_status -l 
always shows
Requirements=$(START) && $(IsValidCheckpointPlatform)

am I doing something wrong?
