No.  Condor goes to great lengths to insure that the job queue is correct, 
even if problems occur in the middle of job submission.

No.

If Condor is shut down, Condor will restart running jobs when it (Condor) is 
restarted.  Jobs should be able to run with or without the submitting user 
logged in.
