It can be found under:

    Download condor software (main condor webpage)

        Contrib: (on second page)

           - enter information for license agreement  (third page) 

            - have to do a search for (view_server) on next page - it's way down at the bottom.

 

As for configuring it, the following webpage does a pretty good job of explaining the steps:
