Have you ever configured the file in the 
$CONDOR_LOCATION/etc/condor.config?
Have you inserted at the top of the condor.config file for each host of 
the pool his own name on the pool?
It's better for you to look at the manual in order to configure this 
file for each machine that's very important for the correct behaviour of 
the pool.
Have you started the central manager BEFORE to start any other machine 
of the pool?
