Excellent.

Regarding the manual - you have pointed to the configuration entries on
central manager machine. Those indeed do not include
HOSTALLOW_NEGOTIATOR_SCHEDD.
For client machines (schedd/startd) there are additional config entries,
including H_N_SCHEDD - look down the page.
