[Condor-users] condor_userprio not setting priority factor

I'm trying to use condor_userprio to change the priority factor of a
single user at my site.  However, this seems to have no effect.
condor_userprio reports the same priority factor before and after the
change.  I performed the same operation on another cluster with the
expected result.  What might be causing the priority factor to be ignored?
