Armen,

   I've found out that you can specific defaults in the condor_config 
of the Condor server by using the following line:

APPEND_REQUIREMENTS     = Arch == "INTEL" && OpSys == "WINNT51"

Although this will simply can the defaults to the ones to specify. I've 
tried setting both the Arch and OpSys variable to "" but it didn't work, 
although I'm running Condor 6.6.10 so your milage may vary. Hope this helps.
