Condor _can_ run applications that use GUI windows. Try this:

universe = vanilla
executable = c:\windows\system32\notepad.exe
log = notepad.log
queue

Of course, you won't actually see the window unless USE_VISIBLE_DESKTOP 
is True. So windows are OK as long as no interaction is required.
