[Condor-users] Access condor from other user

Hi,
Well I have two users... 'condor' and 'pranavg'

'pranavg' is configured to submit globus jobs... but now i want .... that pranavg should be able to fire jobs to condor scheduler.... utilizing globus infrastructure... 

when doing that... 
[pranavg@i2it pranavg]$ condor_submit env2test
ERROR: Can't read config source /home/condor/condor_config.local

the following r the permissions of the condor_config and condor_config.local files...
$ ls -l cond*
lrwxrwxrwx    1 root     root           35 Aug  9 17:15 condor_config -> /usr/local/condor/etc/condor_config
-rwxr-xr-x    1 root     root          104 Aug 10 12:15 condor_config.local

could you plz tell me where i am getting wrong... 
        i just want to access condor from any other user...
