[Condor-users] Scheduling Immediately

Hi,
  
  I have a 5 machine condor pool with 4 execute desktop nodes.
  
  As the users of the desktops onlu use their machines for text  processors so they dont have any problem condor jobs running on their  machines while they also use the machines.
  
  For this purpose the local config file of all the machines looks as follows ( only this portion is being copy pasted. )

START    = Owner == "sahuid" || Owner == "condor"
SUSPEND  = False
CONTINUE = True
PREEMPT  = False
KILL     = False

  Now the problem is that only
 the user sahuid's jobs are immediately scheduled. the jobs of other users are not scheduled.
  
  What should i do so that the jobs of any user are immediately scheduled?
