i just checked the condor-6.6.9-linux-x86-glibc23-dynamic.tar.gz
tarball (for redhat 9 and friends).  once you untar the release.tar
file, condor_submit_dag is sitting right there in the bin directory,
where it's supposed to be.  what file did you download?  please send
the exact filename, like i did above.  thanks,
