Perhaps a solution is to use a dagman submit instead of a regular condor
submit.
dagman creates a dependency between tasks in a job..so the first job
would check to se how many licenses were available and depending on the
result the second job would either be run or fail....if a job fails it
is retried a few times and if it still fails..it is put in a held state
and i belive condor creates a file of failed tasks(frames) which you can
resubmit....a good gui would automate much of this for you.
