Just a FYI, rsync works pretty well under Cygwin (DLL versions 1.5.7-1 and 
higher), and there are lots of people using it that way.  In fact, rsync 
is now one of the utilities shipped with the full Cygwin install, see:

You can even get "minimalist" packages of rsync + ssh + Cygwin such as 
cwRsync, see:
