if you are putting the entry in the condor_config file, it is simply
NETWORK_INTERFACE.  if you put it in the environment, that's when you
use the '_condor_' prefix and call it _condor_NETWORK_INTERFACE.

by the way, that applies to any setting in the condor_config file, not
just NETWORK_INTERFACE.
