Pawl,
It looks like the local config file that the installer uses for a
central manager is missing the .exe extension on the COLLECTOR and
NEGOTIATOR. You should be able to fix this by editing
condor_config.local and changing the COLLECTOR and NEGOTIATIOR definitions.
