Ah yes, thanks Matt. I hadn't looked close enough at the zip, I thought it was more an update zip for pre-installed systems. Thanks for pointing that out.
So, for a silent install under windows then you just need:
1) the zip http://cgi.cs.wisc.edu/scripts/condor/downloads/download.pl/v6.6
2) your predefined condor_config files
3) install the Condor service http://www.cs.wisc.edu/condor/manual/v6.6/6_2Microsoft_Windows.html#SECTION00727400000000000000
4) Additionally for 2k3, modifying the ACL on %SystemRoot%\system32\cmd.exe to allow BUILTIN\Users to read it
This is the basic set-up. For remote file share access, further configuration would be needed.

(reg required) has zip files for your own install behaviour
Sadly the dev release doesn't have this split...
