Yes it can - I'm running it right now on my machine.

That *sounds* bad, but if the collector is actually running it must've been installed somehow. If you go to Control Panel -> Administrative Tools -> Services, do you see "Condor" in the list? Does the user you installed Condor as have Administrative privileges?

You may have a permissions problem. Above, your "Read" and "Write" permissions are set to one machine (asr.bit.edu.cn) while it seems that the machine you're on is named "condor_0". Since "condor_0" doesn't have read/write permissions it can't talk to itself. You probably want more relaxed permissions, perhaps *.bit.edu.cn would be appropriate?
I'm also wondering about the actual name of the machine. You say it's condor_0 (your answer to "hostname") but the output of condor_q mentions "bit-bc0040dde1d"...what's that?
