[Condor-users] NEGOTIATE_ALL_JOBS_IN_CLUSTER not working?

Here is another excerpt from my Schedd.  I have
NEGOTIATE_ALL_JOBS_IN_CLUSTER = FALSE and the schedd seems to still be
checking EVERY task in each cluster for a match.  Any ideas why this is?
