What happens?  The schedd finds there are no machine to run on, and jobs 
sit idle.  You'll need to configure your startds on your execute 
machines as described in
http://www.cs.wisc.edu/condor/manual/v6.7/3_11Setting_Up.html#SECTION004119000000000000000
