Thanks for your response.
I have read the page and modified condor_config.local in every machines 
except central manager:

DAEMON_LIST = MASTER, STARTD
DedicatedScheduler = "DedicatedScheduler@xxxxxxxxxxxxxx"
STARTD_EXPRS = $(STARTD_EXPRS), DedicatedScheduler
START          = True

I submit the mpi job again but it still does not work.
