Is its processor hyper-threaded? If so, it is likely
to behave like that.
If so, you can persuade it to be more singular in its behaviour by
specifying:
COUNT_HYPERTHREAD_CPUS = FALSE
You can also hard-wire the number of processors (I can't remember off-hand
the setting to change). I seem to remember that Condor wasn't so good
at spotting some of these basic attributes in 2.6 kernels in 6.6.6.
