My understanding is that a dedicated resource
can be managed by only one dedicated scheduler,
so all MPI jobs that run on a given resource come
from the same dedicated scheduler.

Quite possibly, this constraint appears because
the dedicated scheduler takes on some of the
negotiator responsibilities.
