[HTCondor-devel] The V8_0_5-branch and V8_1_3-branch release branches have been created

The V8_0_5-branch for the 8.0.5 stable release
and V8_1_3-branch for the 8.1.3 developer release
have been created

for the next week, merge path is
   V8_0_5-branch -> V8_0-branch -> V8_1_3-branch -> master

during this time code changes to anything but the master branch require
approval of the wrangler. (doc commits are ok)

Please delay stable bug fixes that are not targeted for V8_0_5-branch
during the week that the V8_0_5-branch is active. Once the 8.0.5 release
is tagged (in about a week), the V8_0-branch will  re-open for normal stable
check-ins, but during the time that the 8_0_5-branch is active, we want
to avoid changes in the V8_0-branch that will not be merged into the
V8_1_3-branch.
