[HTCondor-devel] The V8_0-branch and V8_0_0-branch have been created

Subject: [HTCondor-devel] The V8_0-branch and V8_0_0-branch have been created
It's time to officially begin the new stable series, so I create the V8_0-branch
it also to have a 8.0.0 release candidate, so I've created the V8_0_0-branch

the master branch is now the 8.1 developer series branch.
