[Condor-devel] CONDOR_IDS or bust!

I recently debugged a problem caused by a few Condor machines
with real UIDs of condor, not root as was intended.  Upon
reflection, if you want to run as root, shouldn't running as any
other user be a fatal error?

Proposed:

If CONDOR_IDS is set, and the UID in CONDOR_IDS is different from
the real UID Condor was started as, it should be a fatal error
for the condor_master.  Currently this situation is silently
ignored.

Good idea?  Bad idea?
