[Condor-devel] new status for gittrac tickets with documentation unfinished

The new gittrac ticket status now exists for all currently
unresolved tickets. . ."documentation pending" is what it
represents.  Usage of this state is meant to prevent folks from
resolving tickets when the documentation is not done, such that
we don't forget it, and such that we won't be creating "child
tickets" of type doc that are simply unassigned and forgotten,
or even worse that there just isn't any documentation at all.
I believe that this would be the likely status change that comes
after Review.

As a group, we have not really defined what it means for the
documentation to be "done," but certainly an absolute
minimum would be a version history item in the manual (if
appropriate), together with consideration of if other portions
of the manual need to be updated or added to represent the
code.  If other portions of the manual need changes, then
find a way to put this into action.
