Hi,

I was looking for a code reviewer for the patch attached to 1392.  

Ticket #1392: condor_vacate_job is non-functional if the job
catches/ignores sig 15

The patch basically just utilizes a signal escalation timer. Any
volunteers to review the patch so we can get this fixed?
