Does this benefit for being specific to executable only? (i.e. does it
make implementing significantly easier or faster) compared to doing
this for all input files that go to the spool.

Any job with significant functionality in dlls/so files passed as
standard transfer_input will immediately benefit plus any shared data
will too.

Doing it with full generality up front might save you a whole lot of hassle...

Having this work with standard remote submission (indeed any thing
where it's getting copied to the spool) would be nice.

Also there may be some size of file where the additional overhead of
any solution makes it not worth bothering, I suggest that should be
configurable.
